Oxfam India is a result of the merger of the different Oxfam's that have been operating in India for the last fifty years as separate entities: Oxfam Trust, Oxfam GB, Oxfam Novib, Oxfam Australia, Oxfam Hong Kong and Intermon Oxfam (Spain). It undertakes all the activities of an Oxfam affiliate: international and national rights-based programming, international and national advocacy and campaigning, humanitarian response and fundraising. As a national member of an international confederation, it plays a strategic role in campaigns and advocacy, both domestically and internationally. Scope of Position


• Contribution to development and delivery of Oxfam India's policies and advocacy strategies on health in line with campaign priorities at global and national levels.


• Support the regional advocacy work of Oxfam staff, partners and allies in the country working on health


• Establishing a stronger link between policy/advocacy and grassroots programs.


• Contribute to two-way flow of knowledge from grassroots levels to national and international levels.


• Contribute to discussions around India and the World on relevant economic issues


Key Responsibilities 


1. Design and deliver the health strategy for Oxfam India in consultation with national, regional and global stakeholders

2. Play an active role in the global Oxfam Essential Services team and help shape Oxfam's overall global direction and strategy through contribution to analysis and policy development. Represent the country's issues in Essential Services strategy formulation processes, specifically in the context of climate change.


3. Communicate Oxfam India's views to wide range of actors, including civil society organisations.


4. Lobbying the government in New Delhi and support lobbying in partner state capitals along with the state teams. Use the intelligence gathered from these events to contribute to the development of overall programme goals and strategies.


5. Undertake and commission policy research on major development issues, especially in relation to health. You will produce briefing / discussion papers, research reports, policy position statements - including on issues related to India and the World.


6. To work with regional offices to manage relationship with Oxfam programme partners through regular visits and undertake project appraisal, monitoring, evaluation, including financial monitoring; and ensure minimum organisational programme management standards.


7. To manage grant processing and ensure that the terms of contract (in case minimum funds received from others donors) are met.


8. Develop public communication materials in coordination with the Communication Team.


9. Play a critical role in establishing and strengthening alliances with national and international networks of key stakeholders.


10. Ensure that gender and diversity analysis is applied across all levels of planning and delivery.


11. Monitor, produce and compile regular reports and updates on the implementation of the campaigns and programmes for partners, donors along with your team.


12. Mobilise and coordinate internal and external financial and other resources to implement agreed strategies and plans, along with Oxfam India's Fundraising team.


Qualifications and Experience


1. Masters degree, preferably in social sciences, economics, health or similar disciplines


2. 6 years of experience in a similar job


3. Experience and knowledge of project cycle management (formulation, monitoring and evaluation of cooperation projects and programmes)


4. Public policy advocacy experience


5. Knowledge of the socio-economic and political context of the country


6. Knowledge and skills in financial analysis and management


7. Planning, management and organisation skills


8. Results orientation


9. Communication and people's skills – ability to manage and work in a multi-disciplinary and multi-cultural team


10. Should be fluent in English, and have good working knowledge of another Indian language


11. Computing skills (should be fluent in MS Office, especially Word and Excel and electronic communication)


12. Motivation for international cooperation, development



During the course of employment the post holder may be required to move base on a temporary or permanent basis to any workplace controlled by Oxfam India



The Program Coordinator is required to travel extensively in India to support partners, contribute to the design, monitoring and evaluation of projects and programs and undertake Oxfam alignment activities as required.
